Groups set to benefit from these changes include pensioners as well as low-income families and those with long-term illnesses and disabilities.

The four-year mandatory scheme will launch in 2011 and is set to help 2 million households per year.

Part of the new model will build on the 2010 Energy Rebate Scheme, a data-matching pilot set up with DWP, DECC and six energy suppliers that resulted in an £80 rebate being provided to over 200,000 of the poorest pensioners.
